PURPOSE: To facilitate a frame skip for synchronization reproduction.

CONSTITUTION: Video data are coded by a coding circuit 80 and stored tentatively in a code buffer 82. A counter 86 counts in parallel a code data quantity generated by the coding circuit 80. When coding processing is finished by one frame, an insertion circuit 84 inserts a code representing the code data quantity from the counter 86 before code data from the code buffer 82. That is, the insertion circuit 84 outputs the code data after a code representing generated code quantity data. Frame skip processing in the case of synchronization reproduction is facilitated by a code representing the code data quantity at a video receiver side.
