To restrain cost of storage by minimizing the amount of data storage in a motion picture transmitting system, and to enable transmission of encoded data of required quality without increasing load in the motion picture transmitting system, in a motion picture transmitting and receiving system wherein required quality of a motion picture signal is various.
The motion picture transmitting system is constituted of a plurality of motion picture transmitting servers from 7-1 to 7-9 which encode motion picture signals hierarchically, divide motion picture signal component for every frequency band, compress the component, allocate arbitrary frequency band to each of the motion picture transmitting servers, and store the encoded data in frequency band which is allocated to each one. The encoded data are subjected to packet transmission through a packet transmission network at the request of a motion picture receiving system. The motion picture receiving system requires a motion picture to be received from the motion picture transmitting system, receives the encoded data which are subjected to packet transmission, and decodes and regenerates the data.
