CONSTITUTION: A search region image generating means 1 which samples an inputted video signal SIN at intervals of a first sampling time to generate a search region image SD, a reference image generating means 2 which samples the video signal SIN at intervals of a second sampling time to generate plural reference images Sa and Sb in sampled states different by phases, and a reference image switching means 3 which alternately gives plural reference image Sa and Sb from the reference image generating means 2 to a correlation operation means 4 by switching and performs the correlation operation between the search regions image SD and plural reference images Sa and Sb are provided, and the search region image SD and plural reference images Sa and Sb different by phases are alternately subjected to correction operation, and thereby, the same precision as sampling of all picture elements is equivalently obtained even if the search region image SD is thinned.
