A microcomputer 11 includes a speed ratio command value computation section 21, a first switch 22, a speed ratio deviation computation section 23, a speed control section 24, a current ratio command value computation section 25, a second switch 26, a current ratio deviation computation section 27, a q axis current control section 28 and a start control section 43. The speed ratio command value computation section 21 computes a ratio of a speed command value ω* to a preset maximum value of rotor rotating speed as a speed ratio command value. At a start, the first switch 22 inputs the speed ratio command value into the second switch 26, and the second switch 26 inputs the speed ratio command value input from the first switch 22 into the current ratio deviation computation section 27 as a q axis current ratio command value.
