This controller, which transmits a torque signal to a machine system 12 consisting of a load machine 1, a transmission mechanism 2 transmitting power, and a motor driving the load machine 1 through the transmission mechanism 2, is provided with a numerical model 9 including the machine system 12, a simulator 11 consisting of a simulation control part 19 supplying a torque command to the numerical model 9, using the observable state amount of the numerical model 9, and an actual control part 18 having the same structure as the simulator 11 and supplying a torque signal to a motor serving as a driving source with an observable state amount from an actual system taken as an input.
