To provide a controller which is very little influenced by the abnormal value of the speed of a motor unit, while the instantaneous speed change of the motor unit can be detected and a high responsiveness is obtained.
A detection speed which is a speed while a motor unit 2 is driven is obtained by a detection speed operation unit 11 and a difference of the detection speed, and a command speed given by a command speed generating unit 12 is obtained. A command is given to a driving unit 6 by an operation control unit 10 so as to have the difference reduced. If the change of the difference between the detection speed and the command speed is less than a specified limit value, a command change limitation unit 14 uses the output value of the operation control unit 10 as a command value and, if the difference is not less than the specified limit value, the command change limitation unit 14 uses the limit value as a command value.
