To realize stable driving of a stepping motor while suppressing power consumption.SOLUTION: A motor driving control device 10 includes: a target value setting unit 130 that sets a target current value In and a target rotational speed Rn of a stepping motor 20; a driving control signal generation unit 134 that generates a driving control signal Sd for rotating the stepping motor 20 rotates at the target rotational speed Rn and making a driving current Ir of the stepping motor 20 close to the target current value In; and a load determination unit 133 that determines the load state of the stepping motor 20 on the basis of a counter electromotive voltage of the stepping motor 20.
