PURPOSE: To provide high performance control and protect a water turbine against an abnormal operation condition even when a test of a horizontal shaft water turbine is omitted.
CONSTITUTION: This control device is composed of a Pitot tube 11 having an angle detecting function and installed inside of a draft tube 10 downstream of a runner; pressure detectors 12 connected to respective ports of this Pitot tube 11; and a calculator 13 which receives signals from the pressure detectors 12 to calculate the flow direction downstream of the runner. Based on a command from the calculator 13, a guide vane 2 is opened/closed via a guide vane servomotor 4 to optimally combine a runner vane opening degree with a guide vane opening degree so as to realize a highly efficient operation.
