PROBLEM TO BE SOLVED: To attain motion compensation with high accuracy with respect to an interlace image by using an interpolation value corresponding to a motion of a reference image so as to retrieve a motion vector.
SOLUTION: An interpolation value generating circuit 19 uses an in-field interpolation circuit 30 to obtain a reference image signal from output signals of field memories 15, 16 storing image signals of 1st and 2nd reference images. A moving vector retrieval circuit 17 reads 1st and 2nd reference signal groups from the memories 15, 16 with a motion vector object 18 generated by a motion vector object generating circuit 21 to generate plural motion vector objects 24. Then a motion vector maximizing correlation between a coding object image signal 11 and the signal 12 is stored in an optimum vector discrimination circuit 22, which provides an output of an optimum motion vector at the end of retrieval. A coding section 14 applies coding to a motion vector of an optimum sets, based on the optimum motion vector and the optimum signal 12.
