Abstract:

To provide a moving image encoding apparatus and a moving image decoding apparatus, which enable to generate a prediction image generated by a motion compensation predict from a reference image containing many high-frequency components and to compress and encode at high efficiency even when a video signal containing many high-frequency components is compressed at a high compression rate.

A motion compensation predict unit corrects a high-frequency component of a reference image 15 stored to a motion compensation predict frame memory, has an interpolation image generation unit 43 that generates a reference image 207 of virtual pixel precision, and generates a prediction image by using either the reference image 15 or the reference image of the virtual pixel precision depending on a motion vector.
