Abstract:

To provide a moving image encoding device and a moving image decoding device for increasing frequency of applying a CBP (Coded Block Pattern), thereby improving encoding performance.

The moving image encoding device AA is provided with: a DCT coefficient division part 61 which divides a signal of a quantized DCT coefficient (residual signal) into four in the predetermined shape between the moving image encoding device AA and the moving image decoding device BB; CBP determination parts 62A-62D which determine to perform entropy encoding for each of the quantized DCT coefficients (residual signal) divided into four; and residual signal entropy encoding parts 63A-63D which perform entropy encoding for each of the quantized DCT coefficients (residual signal) divided into four, according to determination results in each of the CBP determination parts 62A-62D.
