To provide an MPEG image quality correcting device provided with a function for superposing a noise pixel on a skip macro block that becomes a still picture state when a skip mode is selected for decoding and reproduction during decoding to cause dynamism, or the like, and to provide an MPEG image quality correcting method.

The MPEG image quality correcting device 0200 has a skip identification information acquisition part 0201 for acquiring skip identification information, and a correcting part 0203 for superposing a noise pixel signal on image data constituting a skip macro block to be identified by the skip identification information. Thus, for example, the superposition of noises different in each frame makes the skip macro block in a still picture state have dynamism so that sense of incongruity and image quality deterioration feeling can be suppressed during reproducing a moving image.
