To provide a technique which can suitably propriety of a filling-up characteristic of mud material without using large-scale facilities, such as simulation furnace.
In a first cylindrical body 21 and a second cylindrical body 22, the mud material S is press-inserted. A rotary mechanism 4 is used to rotate the first cylindrical body 21 with respect to the second cylindrical body 22. In this way, a torsional stress is given to the mud material S. A torque and a twisting angle at that time are detected by detectors 7 and 8, respectively. An evaluation parameter showing the characteristics, such as the degree of springy feeling, strength in elasticity, softness of the mud material can be defined from data of the change of torque with respect to the twisting angle of the mud material S, and the propriety of the filling-up characteristic can suitably be evaluated with the value of the evaluation parameter.
