PURPOSE: To obtain a mulching panel for preventing growth of weed growing under tree by packing a mulching material obtained by adding water to a water permeable pavement material, already heat-treated soil element having light intercepting property, a solidifying agent and a space-forming agent, as main materials, and kneading to form into a frame having a definite form, and drying and solidifying the packed material.

CONSTITUTION: A pavement material having light intercepting property and water permeable property is packed in uncured state into a frame consisting of three or four sides and vertical wall body and providing a dent part for receiving trunk of a tree on the side, and dried and solidified to provide the objective mulching panel. Further, a mulching material obtained by adding water to an already heat-treated soil element having light intercepting property, a solidifying agent and a space-forming agent, as main materials, followed by kneading is packed into the above-mentioned frame and dried and solidified to provide the objective mulching panel.
