A system having a plurality of circuits and a method of controlling a desired ratio of flow rates. The method comprises determining a first desired flow rate in a first circuit and a second desired flow rate in a second circuit, determining a first actual flow rate in the first circuit and a second actual flow rate in the second circuit, comparing the first desired flow rate with the first actual flow rate, comparing the second desired flow rate with the second actual flow rate, determining the state of one of the first and second actual flow rates less than the individual first and second desired flow rates, and maintaining the desired ratio of the flow rates by actuating a command from one of the first and second circuits to the other of the first and second circuits in a responsive manner for reducing the actual flow rate of the other of the first and second circuits.
