To provide a forming device for easily forming a metal material that has a projection and depression shape with a flat part around a flat metal material, especially a separator material for a fuel cell.
A steel plate forming device consists of a reference roll having projections and depressions perpendicular to a roll axial direction in the circumferential direction of the roll peripheral face, and a plurality of forming rolls having projections and depressions perpendicular to a roll axial direction in the circumferential direction of the roll peripheral face. Concerning the plurality of forming rolls, either or both of a projecting depressing groove depth and a groove projection width of a forming roll of the n-th straight line (n=2 or 3)from the forming start has the projections and depressions larger than those of an (n-1)th forming roll.
