PURPOSE: To realize mutual communication of moving images with plural points without requiring the dedicated connecting device and with only one decoder.

CONSTITUTION: The device is provided with encoders 403a-403d performing the packet encoding processing of the moving images for each block and multipoint picture decoders 404a-404d receiving and decoding packets which are sent from the encoders at the other plural points in succession. The multipoint picture decoder is provided with a picture processing section 413 processing each picture in time division, channel switching control section 412 discriminating the transmission source of the packet based on the reception packet and notifying the picture processing section 413 of it, shared frame memory 414 storing the picture from plural terminals, and display frame memory section 415 synchronously output each picture.
