PURPOSE: To execute the scroll display of characters on a display part (such as an electric display board constituted of LEDs) constituted of an aligned display by extracting character broadcasting signals and filling blanks formed on the head and end of each line with characters.

CONSTITUTION: A tuner part 1 demodulats a television(TV) broadcasting signal or the like into a composite video signal, a character extracting part 2 extracts a character broadcasting signal, an error correction part 3 corrects an error, and a memory part 4 records the corrected result. The record of the memory part 4 is read out through a control part 12, a decoding part 5 decodes the read data to a required character signal and a character processing part 7 rearranges character signals judged to be displayed on a display part 11 by a character judging part 6 in the order of display and records the rearranged result in a storage part 8. The recorded character signals are read out through the control part 12, blanks on the head and end of each line are detected by a blank detection part 9, the number of blanks is judged by a blank judging part 10, and the blanks are filled with characters based upon the judged result. Then the filled lines are transferred to a display memory in a display part 11 and read out in the order of display and displayed so as to be scrolled.
