Abstract:
PURPOSE: To obtain the congestion control method with less deterioration in communication quality due to a cell with low priority in which congestion is quickly recovered in a packet communication network.
CONSTITUTION: A congestion control circuit 9 measures a missing rate of cells for each of queues 12-1-12-n provided corresponding to quality class/output line and allocates momentarily a standby band to a queue whose missing rate exceeds an allowable cell missing rate depending on the quality class in advance. Furthermore, when a cell missing rate is larger than a requested rate and very smaller than the request value, the congestion control circuit 9 informs it to a call reception control section 11 that the missing rate is not optimized and optimizes the operating band of each queue so that the cell missing rate is optimized by the control section 11.
