PURPOSE: To provide the IC card issuing device which can prevent generation of a praudulency and confusion.
CONSTITUTION: This device is constituted so that an area in which plural card issuing centers 2A can execute originally and exclusively recording through a communication network is provided on an IC card 13, and based on a user's input, a part of information related to a service condition transmitted from the card issuing center 2A can be recorded as it is in the card 13. Also, this device is constituted so that in the center 2A, a digital signature S is made by a secret key of the center with respect to service providing condition information SC, information with a signature (S, SC) added to the information SC is received from the center 2A, a card issuing device 1A generates information with a signature (N, NT+MO) of the card issuing device to which a signature N is added with respect to recorded or generated information NT and charge amount information MO, and a user's signature in the IC card brought by a user with him and inserted into the device is made with respect to the information with a signature (S, SC), (N, NT+MO), etc., and recorded and issued.
