PURPOSE: To upgrade workability and safety by using a mechanism to move a truck supporting a rubber cone member and a winch device supporting a rubber cone member integral toward a cable to be measured withdrawn from a cable drum in the mounting of the member at an end part of a CV cable for a high voltage.
CONSTITUTION: A system herein used pulls out a cable from a cable drum 3 being supported on an under roll 4 and hauls a wire 11 connected to an end part of a conductor 2 with a winch device 10. The winch device 10 is connected to a truck 6 supporting a rubber cone member 5 using a link shaft 12 so that it can move freely on a floor surface, etc., The wire 11 is hauled with the winch device 10 to insert the cable 1 to be measured into the rubber cone member 5 with a truck member approaching the cable 1 to be measured.
