CONSTITUTION: When a confinement accident occurs on a plurality of elevator cars in a building, the abnormal state of an elevator and the data measured by devices 14a, 14b measuring the loads in the elevator cars are reported by terminal devices 12a, 12b monitoring the state of the elevator to a monitoring center device 16 via a telephone office 15. The monitoring center device 16 sends a dispatch instruction to start the recovery work of the elevator from the elevator car having less load in sequence.
