PURPOSE: To provide an electrostatic latent image developing device capable of obtaining an extremely excellent visual image in a noncontact liquid developing system.

CONSTITUTION: A bias voltage for supply is applied between a developing roller 22 having a smooth periphery, disposed in close proximity to the surface of a latent image carrier 1 across a developing gap in a prescribed developing part and holding a developing liquid 3 on the periphery, to impart the held developing liquid to a developing part by rotation in the prescribed direction, and a developing liquid supplying roller 23 supplying the developing liquid 3 onto the periphery of the developing roller 22, so that the electrophoresis of toner in the developing liquid from the developing liquid supplying roller 23 to the developing roller 22 is obtained. Then, excess developing liquid is removed by a squeezing roller 20 and a developing liquid film whose toner concentration is made high is formed thinner than the developing gap, on the periphery surface of the developing roller 22.
