PURPOSE: To smoothly feed a cutting-off base stock even for the cutting-off base stock being comparatively difficult to correct, such as stainless steel and to make inclining angle small at the cut-off end surface after cutting off.

CONSTITUTION: The cutting-off base stock 1 is inserted into cutting-off base stock inserting holes 3a, 5a arranging a quill 3 being a cutter at the fixed side and a knife 5 being a cutter at the shifting side to each. By abutting the cutting- off base stock 1 on a stopper 6 arranged at the knife 5 side, the positioning is executed. Then, at the time of obtaining a forging having a prescribed length by cutting off the base stock while moving the knife 5 in the orthogonal direction to the inserting direction of the cutting-off base stock, lubricating oil is forcedly supplied into the cutting-off base stock inserting hole 3a arranged at the quill 3 and the cutting-off base stock inserting hole 5a arranged at the knife 5.
