The navigator prevents a vehicle operator from failing in hearing guidance contents for guiding during vehicle stop and enables operations such as map scroll to be made according to the guidance contents, and guides with suitable contents according to the stop condition level, thereby providing information helpful for the operator. Since in a long stop, e.g. assumed to be caused by congestion, the navigator provides congestion regulation information C (S53, S54), and in a temporary stop at a crossing with traffic lights guides the next guidance point, because the vehicle is assumed to be waiting for lights turn (S56). It also provides congestion regulation information, a route guidance and a progress guidance according to the high, medium and low, stop frequency levels, respectively (S61-S63).
