A set number of routes are reserved as reserved optical paths for the ground beforehand, the route and the wavelength are allocated and reserved for each reserved optical path, and ground information, wavelength information and route information are preserved for each reserved optical path. When an optical path opening request is acquired, the reserved optical path having the same ground as the optical path opening request and the using state information of the reserved optical path are retrieved, an unused reserved optical path is allocated to an opening request optical path, an optical path setting message is notified to respective node devices configuring the route of the reserved optical path, wavelength switching setting is performed, and the optical path is opened.
