Each of personal computers(PCs) 3-1 to 3-N adds the finger print data of a person corresponding to each transmitting destination to the data of a draft to be circulated around plural transmitting destinations as macro information and the draft is transmitted. Each PC 3 receiving the draft through a server 2 requests a person reading the draft to print his (or her) fingerprint, allows a touch sensor 4 to read out the fingerprint and collates the read finger print with a corresponding fingerprint in the macro information. At the time of confirming that a person allowed to read out the draft reads the draft, the draft is transferred to a succeeding transmitting destination. Thus the draft is circulated around plural transmitting destinations while allowing persons permitted to read the draft to read the draft.
