PURPOSE: To obtain the subject new compd. useful as a herbicide which shows good selective herbicidal effect and growth regulating property when it is used before and after germination of weed.

CONSTITUTION: This compd. is expressed by formula I, wherein X is O, S, SO, SO2; W is O, S; R1 is H, methyl; R2 is H, F, Cl, Br, I, etc.; Z is expressed by formula II, etc. In formula II, R8 is a 1 to 4C alkyl, a 1 to 4C alkoxy, etc.; R9 is a 1 to 4C alkyl, a 1 to 4C alkoxy, etc. The compd. expressed by formula I is, for example, N-[2-(oxethane-3-oxycarbonyl)]phenylsulfonyl-N'-(4-methoxy-6- methyl-1,3,5-triazinyl)urea. The compd. expressed by formula I is obtd. by the reaction of a phenylsulfonamide expressed by formula III and a compd. expressed by formula IV (wherein R15 is phenyl, a 1 to 4C alkyl, etc.), in an org. solvent such as benzene in the presence of a base such as triethylamine.
