To provide a noise control device for reducing noise generated by exhaust from an internal combustion engine included in a construction machine or a fixed machine, and to provide the construction machine and the fixed machine.
The noise control device 20 includes: an exhaust pipe 22 including an inlet part 22A for the connection to an exhaust muffler 12 discharging exhaust gas from an internal combustion engine of a fixed machine 10 and an outlet part 22B for discharging the exhaust gas; an exhaust noise measurement microphone 32 provided in the exhaust pipe 22; a noise control speaker 34 provided downstream of the exhaust noise measurement microphone 32 and in front of the outlet part 22B; and an amplification circuit 40 amplifying an analog signal input from the exhaust noise measurement microphone 32 into a signal of an opposite phase and outputting it to the noise control speaker 34.
