To provide a system by which a card is immediately enclosed in an envelope for dispatch, etc., to be sealed and made not to be opened after primary information (information of a destination, etc., such as a customer name or an address) is inputted to a non-contact IC card and also the data input of secondary information is performed to the card which is sealed in the envelope.

The primary information is recorded on a prepared card mount 20. Then a non-contact IC card 10 attached to and supported by the mount is enclosed and sealed in an envelope 30 so that the pimary information recorded on the mount is confirmed from an outside and a sealed body is thus generated. The primary information recorded on the mount is read from the outside of the body, the secondary information is retrieved and read from the customer information database 40 of an issue source based on the primary information data, the secondary information data is inputted to the sealed state card from the outside of the sealed body, the card is issued and, then, the sealed body is dispatched.
