To facilitate the setting of identification codes for a locker device in a locking and unlocking system which is operated on a non-contact basis with the ID codes for the locker device.
In a control unit 10a an operation state is set to register mode in an initial stage. When a receiving signal from an ID card is detected, it is determined whether or not the signal conforms to the register mode. When the received signal is first detected, it enters register mode and the identification code transmitted from the ID card 2 is stored in a memory 10b and the stored code is turned to non-register mode. When the code is in non-register mode, the received identification code and the identification code stored in the memory 10b are referred with each other, thereby driving an actuator 20a of a lock device so as to unlock. In case when a master ID card is used, if a master code is detected with the master ID card, the code enters the register mode where the identification code transmitted from the ID card 2 is stored in the memory 10b and turned in non-register mode.
