A driver specifying device 1 includes a database 20 storing vehicle state data based on respective data detected by an acceleration sensor 10, a steering angle sensor 12, a laser radar 14, a car navigation device 16, and an inter-vehicle distance control device 18; a deriving unit 220 for deriving an operating characteristic for specifying a driver based on the stored vehicle state data; a device control unit 222 for controlling the car navigation device 16 or the inter-vehicle distance control device 18 based on the derived operating characteristic; and a specifying unit 224 for specifying a driver based on the vehicle state data after the control by the device control unit 222 and the vehicle state data stored in the database 20.
