To provide an oil-in-water emulsion-based composition that enables oil-in-water emulsion-based milky lotion or cream with smooth use feeling to retain stable emulsion system, while giving the skin a noticeable firmness, which can be sensed instantly after its application.SOLUTION: The present invention provides an oil-in-water emulsion-based composition, which comprises a component (a) hydrogenated polyisobutylene as a film-forming agent, and a component (b) a humectant that is solid at 25°C and has a molecular weight of 500-4000, and the mass ratio of the component (a) to the component (b) is in the range of 1.4: 1 to 1: 30. According to the present invention, by adding specific amounts of a specific film forming agent and a specific solid humectant (i.e. the inventive oil-in-water emulsion-based composition) to oil-in-water emulsion-based cosmetic, particularly oil-in-water emulsion-based cosmetic with smooth use feeling, it becomes possible to stabilize the emulsification system and provide oil-in-water emulsion-based cosmetic that noticeably enhances skin firmness.SELECTED DRAWING: None
