The device is constituted such that dividing walls provided with circular hole parts are provided parallel to the circular flat bottom surface of the cylindrical main body on the inner wall of the cylindrical curved surface in the cylindrical main body, and the superheated steam spray opening and a supply opening for supplying the oil-containing substance are provided in each of processing channels divided off by the dividing walls between the pair of bottom flat inner walls of the cylindrical main body.
