To provide a recording and reproducing apparatus capable of continuing video recording even in a case where a power failure occurs.

The recording and reproducing apparatus comprises a battery 7 to which power is supplied from a power unit 8 and which is capable of storing power, a one-segment tuner 10, a one-segment decoder IC 5 and a flash memory 6. If a power failure occurs while video data of a digital broadcast received by a tuner 9 are being recorded in an HDD 4 via an MPEG decoder IC 3, the power failure is detected by a power failure detection unit 1 and the one-segment tuner 10, the one-segment decoder IC 5 and the flash memory 6 are operated by the battery 7 via a control unit 2, so that even if a power failure occurs and disables the MPEG decoder IC3 from performing video recording, a broadcast program can be video-recorded alternatively by one-segment broadcasting.
