To promote decomposition and fermentation of garbage, prevent a decomposition tank for decomposing garage from excessively heated, and avoid inhibition of activity of aerobic microorganism or damage to the microorganism by quickly removing water of garbage at the time of loading and producing the optimum environment for activation of the aerobic microorganism.

The air blow quantity of a gas discharge fan for discharging a gas emitted in a decomposition tank together with an outside air sucked through an outside air suction inlet communicating with the decomposition tank is controlled by variable control based on the correlation between the previously set garbage temperature and the air blow quantity of the gas discharge fan.
