An operation management device comprises: a demand excess determination unit; and a plan change unit for, when the demand excess determination unit determines that purchase power is to exceed a target value, changing preset temperature of a heat source load device stipulated in an operation plan, so as to reduce power load applied to the heat source load device in a target exceeding period which is time during which the purchase power exceeds the target value so that the purchase power becomes the target value or less, and so as to increase a portion of the power load applied to the heat source load device reduced in the target exceeding period in a pre-peak period which is time during which the purchase power does not exceed the target value and is a period before the target exceeding period.
