In an outside air cooling operation for cooling the outside air OA by heat exchange with cold water W, an air passing/water passing system of the heat exchanger 6 for cooling is switched to a countercurrent system, and in an antifreezing operation for preventing freezing by allowing the antifreezing water W to pass, the air passing/water passing system of the heat exchanger 6 for cooling is switched to a parallel current system. By adjusting a water passing amount of the antifreezing water W, a temperature to of the outside air OA at an outlet of a ventilation pathway of the heat exchanger 6 for cooling or a temperature of the antifreezing water W at the outlet of the water pathway of the heat exchanger 6 for cooling is adjusted to a set antifreezing temperature tox.
