This operation plan evaluation system is provided with an optimization model storage means 28 for storing an optimization model to be constituted of pieces of information regarding such as operation characteristics and the energy unit price of the energy generating equipment, an operation planning means for fetching the optimization model from the optimization model storage means 28 and for determining an operation plan regarding the planned operation calculation costs, etc., of the energy generating equipment, an operation result cost calculating means 27 for calculating the operation result costs based on the current energy flow rate in the energy generating equipment and the energy unit price stored in the optimization model storage means 28 and an operation plan evaluating means 30 for comparing the operation plan based on the operation result costs calculated by the operation result cost calculating part 27 with the operation plan based on the planned operation calculation costs determined by the operation planning means 22 and for performing evaluation of the operation plan effect using the optimization model.
