When a processing time acquisition part 2 forms a processing time setting file describing a processing time that is a time required for completing processing from execution histories in an operation system for each processing name identifying the processing, for each resource identifier identifying a resource used for execution of the processing, and for each preliminarily designated unit time zone, and an order management part 8 performs business simulation by generating each order according to an order generation time described in an order generation time list, the processing name, resource identifier and processing time matched to a current time for the order are acquired from the processing time setting file, whereby the simulation can be performed while reflecting the actual operation.
