To develop an optical diffused layer which can prevent glare, even in a display device having a minimized pixel size so as to obtain high definition of an image, and to develop an optical member using that layer.
This optical diffused layer shows the following properties. When a lattice filter is deposed at the position 1.5 mm above a light-emitting plane and the optical-diffused layer having fine recesses, and projections is disposed at the position 1.5 mm above the filter, the luminance distribution on the optical- diffused layer is visualized as a binary distribution image by changing the luminance into binary values, based on the average luminance. In this image, the size of the spot consisting of a bright part (1) is ≤500 μm in the longitudinal direction. The optical member has the optical-diffused layer on at least one side of a polarizing plate or elliptically polarizing plate. By forming the optical- diffused layer having a structure of fine recesses and projections, in such as manner that the size of a bright part in the binary luminance distribution based on the average luminance be equal to or smaller than a specified value, and glare can be prevented effectively and stably.
