LiNbO3, LiTaO3, or the like is used for the substrate 1. Metallic powder of, for example, Al, molybdenum, etc., powder of ceramics such as alumina, powder of glass, etc., or mixed powders thereof are used for the light scattering material 2a and, for example, polymers (polystyrene, polymethyl methacrylate, polycyclohexyl methacrylate, etc.) and gelatin are used as the transparent material 2b.
