Abstract:
PURPOSE:To reduce the coding bit number by providing an area for the transmission of 'coding result of a value of transform coefficient' and an area for the transmission of 'coding result of a prediction error of transform coefficient' into one block. CONSTITUTION:An input picture signal is devided into mXn blocks, and the result of coding the transform coefficient obtained from discrete orthogonal transform as it is and the result of coding the prediction error of the transform coefficient as to each block are sent while being selected adaptively. A discrimination control means 21 discriminates the distribution of the transform coefficient based on the area as to each block and the coding processing in both coding means 171, 172 is switched adaptively based on the result of discrimination. The coding processing is switched adaptively based on the area. Thus, the coding efficiency is improved and the coded bit number is reduced.
