SOLUTION: The solar cell panel 1 is formed in a double-sided solar concentrator type, and is prevented from being easily touched by persons. The outdoor construction has the solar cell panel protrusively erected or incorporated therein without installing the panel by use of a base frame or the like on an outdoor construction such as a guard fence 2, a shelter 4, or the like.
