A relay server 13 sorts exchange incoming telegrams received from other financial institution servers by an accounting host server 14 into exchange incoming telegrams showing untransferability and other exchange incoming telegrams, transmits the exchange incoming telegrams showing untransferability to a centralized center system 20, and transmits the other exchange incoming telegrams to a business office system 10.
