To provide an ozone emitter which is capable of emitting ozone while preventing water from oozing.

A water absorber with a prescribed water absorption is made to absorb water in which ozone is dissolved and this water is frozen to be the ozone emitter. Furthermore, the emitter is also characterized by the following aspects: (1) water to be absorbed in the water absorber is cooled to approximately the freezing point; (2) water is frozen by quickly freezing the water absorber with water; and (3) an auxiliary absorber is laminated on the absorber. Alternatively, water in which ozone is dissolved is sealed in a bag-shaped container composed of a sheet which allows gases to pass therethrough but not allow liquids, and this water is frozen to provide the ozone emitter.
