The conveying device of the outer bag packaging machine 100 receives a package FH produced from a packaging machine 10 for producing packages with a content being filled in a packaging machine, and executes the outer bag packaging with the package FH as its content. The conveying device has a pair of endless belts 102A and 102B which are arranged opposite to each other so that the package FH is successively fed in the conveying direction while the package is received inside a strip-like outer bag packaging film F' folded back at an open upper end, and the package FH and the outer bag packaging film F' are held together. When a base 110 is moved to the downstream side in the conveying direction, the rotation of the endless belts is restricted, while the rotation of the endless belts is permitted when the base 110 is moved to the upstream side in the conveying direction.
