To form a packaging material with a gas barrier film excellent in productivity and more excellent in oxygen barrier property.SOLUTION: A packaging material with a gas barrier film comprises a barrier base material, a barrier film on a first surface of the barrier base material, and at least one of an underlying layer and an inorganic oxide layer between the barrier base material and the barrier film, wherein among two or more resin layers, the resin layer forming the first surface is made of a polyolefin copolymer resin, and the first surface has 20 projections/mm2 or less having a Feret diameter of 8 μm or more.SELECTED DRAWING: Figure 1
