To provide a packet communication system and a transferring device by which a network control function can be flexibly changed at a low cost.
A network controller 30 is provided with an instructing means 32 for transmitting instruction information showing packet specifying information (terminal identifier) and a control function (function identifier) for performing the packet to a plurality of transferring devices 50. A transferring device 50 is provided with performing means 57 for performing a prescribed control function for the packet, a first storing means 53 for associating the packet specifying information (terminal identifier) with a performing means 57 corresponding to the control function performed for the packet and storing the packet specifying information associated with the performing means 57, a managing means 52 for updating the first storing means 53 in accordance with the instruction information received from the network controller 30, and an internal transferring means 56 for referring to the first storing means 53 and transferring the packet to the performing means 57 associated with the packet.
