To provide a packet exchange apparatus which reduces the number of packets to be discarded out of the prior arts and suppresses generation of a loop packet.
An exchange apparatus includes: a means for exchanging route information with other exchange apparatus to create a route table; and a means for determining, when a new flow is generated, an interface to be used for transmitting a packet belonging to the flow on the basis of the route table. The means for creating the route table determines an optimal route for a predetermined route selection reference from among routes reaching a destination network and a route, through which the present apparatus is not included in the optimal route for the route selection reference from the other exchange apparatus positioned next in a router, other than the optimal route, to the destination network. Then, the route table is created with an interface corresponding to the determined routes as an interface capable of transmitting a packet to the destination network.
